Usage-based billing with flexible plans, automated invoicing, and transparent pricing.
Overview
Xelon HQ uses a usage-based billing model where you are charged for the resources you consume. Billing is managed through plans that define resource pricing, and invoices are generated automatically based on your usage during each billing period.
Understanding Your Billing Plan
Your billing plan determines the per-unit pricing for each resource type (CPU, memory, storage, network, etc.). Plans are assigned at the organization level and define how usage is calculated and billed.

Invoice Lifecycle
Invoices in Xelon HQ follow a defined lifecycle from creation to payment:

| Draft | Invoice is being prepared and usage is still being calculated for the current period. | None. The invoice will finalize automatically. |
| Pending | Invoice is finalized and awaiting payment. Invoices are not charged automatically — you complete payment manually. | Open the invoice and pay it: by card, by bank transfer, or with HQ Credits. Unpaid invoices trigger reminder emails and may eventually lead to suspension of your VMs. |
| Paid | Payment has been successfully processed. | None. Receipt is available for download. |
| Expired | Invoice was not paid within the allowed period. | Contact support to resolve outstanding balance. |
| Deleted | Invoice has been cancelled or removed. | None. This invoice is no longer active. |
Viewing Invoices
Navigate to Billing & Reports > Billing Details in the sidebar to see your invoice history. Click any invoice to view its detailed breakdown, including:
- Resource usage itemized by type
- Per-unit pricing applied
- Total charges for the billing period
- Applied credits or discounts
Downloading an invoice
To download an invoice, open Billing & Reports > Billing Details and click View invoice on the invoice you want. The invoice opens as a PDF that you can save. Each invoice is opened individually; there is no bulk selection or combined download on the Billing Details page.
Managing Billing Plans Reseller
Reseller partners can create and manage billing plans for their customer organizations. Billing plans define the pricing structure that determines how resource usage is billed.
Creating a billing plan Reseller
Open billing plan management
Navigate to Billing & Reports > Billing Details in the reseller dashboard.
Create a new plan
Click Create Plan and provide a name and description for the plan.
Set resource pricing
Set per-unit pricing for each billable resource and fee, organized into categories: Computer resources, Network resources, Licenses, Network upgrades, Setup fees, and Monthly fees. The individual resources within each category come from the platform's resource catalog. Each resource has a single per-unit price (for example, cost per CPU per hour); tiered or graduated pricing based on usage volume is not supported.
Assign to organizations
Apply the billing plan to a customer organization, one organization at a time. Each organization can have one active billing plan.
Editing a billing plan Reseller
Select an existing plan and click Edit to modify pricing or plan details. Changes take effect immediately upon saving and apply to all organizations assigned to the plan. There is no scheduling that defers edits to the next billing period.
Modifications to a billing plan affect all organizations assigned to that plan. Consider creating a new plan if you need different pricing for specific customers.
Resource-Based Pricing
Pricing is calculated based on actual resource consumption during each billing period. Resources are metered continuously, and charges are computed by multiplying usage units by the per-unit price defined in your billing plan.
Resources provisioned or decommissioned mid-period are billed proportionally. You only pay for the time resources are allocated.
